Invitation to Employers to participate in the Regional NSW Cross-Industry Training Model (CITM)

Overview
AgriFood Skills Australia and SkillsDMC are jointly running a model for Cross-industry Training & Workforce Development Regional NSW, as a result of an important partnership between industry and the NSW Department of Education and Training (DET). Funding assistance has been provided by the Skills Enhancement Program within NSW State Training Services. This initiative aims to develop and trial a cross-industry, entry level, on-the-job training program that prepares participants to enter three industries within the North West region of NSW.  These industries are Mining, Agriculture and Local Government (Civil Infrastructure).

The project will map and produce a single suite of training materials to deliver common units selected from Certificate II in Resources and Infrastructure (Work Preparation) and Certificate II in Rural Operations. Training Packages that these qualifications are aligned to are:

  • RII09 Resources and Infrastructure Industry Training Package
  • RTE03 Rural Production Training Package

This project will result in the creation of a single training program suitable for skills in 3 industries, where the skills gained are useful to obtain local jobs, and that offers flexibility of employment for seasonal activities. The initiative is also expected to provide enhanced job-entry opportunities for disadvantaged jobseekers. It will outline a career pathway to encourage program participants to gain higher qualifications while providing employment opportunities through a workplace pilot with 16–20 participants.

This cross-industry training program may also be used for school students although this is not the major focus of the project. Completion of such a program may lead to a take-up of higher VET qualifications by these students, and act as a means to stem the loss of the younger people from rural areas.

Project Leaders
SkillsDMC is a National Industry Skills Council for the Drilling, Mining, Quarrying and Civil Infrastructure sectors. Its role is to develop and implement an education and training structure with the flexibility to meet the range of industry needs, and rigorous enough to satisfy educational and regulatory requirements across Australia. SkillsDMC also provides integrated industry intelligence and advice to Skills Australia, government and enterprises on workforce development, including identifying skills needs and actively supports the development, implementation and continuous improvement of high quality training packages and other workforce development products and services.

AgriFood Skills Australia is the National industry Skills Council for the Agriculture, Food Processing, Meat, Seafood and Racing Industries. Its role is to support and give leadership to the development, implementation and continuous improvement of quality, nationally recognised training products and services, including training packages.  AgriFood Skills Australia provides industry intelligence; actively supports the development, implementation and continuous improvement of high quality training and workforce development products and services; provides independent skills and training advice to enterprises, including matching identified training needs with appropriate training solutions; and works with enterprises, employment service providers, training providers and government to allocate training places.

What is the project trying to achieve?
1.    Establish an entry level dual training pathway to meet identified needs that uses nationally recognised qualifications and provides both off and on-the- job training via a structured work placement;
2.    Demonstration of the commonalities and needs between the Mining, Civil Infrastructure and Rural industries and Local Government;
3.    Establish a sustainable model that can be replicated across all regional communities;
4.    Provide a structured, cross-sectoral pathway to qualifications  and the development and customisation of cross-industry training resources;
5.    Generate stronger cross-industry participation in and support for skilling initiatives;
6.    The development of a multi-skilled, more flexible and sustainable skills base in regional communities;
7.    Meet a need not addressed under the PPP initiative for new entrants, job seekers and long-term unemployed;
8.    Local employment growth where possible; and
9.    Develop a DVD and related materials for marketing and promotion of the model.

Who will benefit?
The industry (Mining, Civil Infrastructure and Rural sectors), as key stakeholders in the project, will benefit through the strengthening of the regional skill base and the recruitment of work-ready participants who are interested in a career in Mining, Agriculture and Local Government.

The North West region of NSW including Gunnedah Basin and Narrabri, as host for this project, will benefit through the development of work-ready participants, established cross-industry and training provider relationships and the retention of the local skill base. A further benefit will be the advancement and enhancement of training infrastructure within the region arising from broad community and industry involvement.
